Greater DC Cares (GDCC) Greater DC Cares volunteer management program is supported by Serve DC. Greater DC Cares trains DC Citizens Corps partner organizations to effectively manage volunteers in the event of a disaster. GDCC also establishes and maintains a Homeland Security volunteer database for unaffiliated and spontaneous volunteers, allowing them to enroll and receive information on specific emergencies via the Internet.
